Short and Stocky

I got an image of a Chicago hydrant on my way of out of town. They were like no other hydrants I’d seen. Most were short and stocky like this one. And close to the ground. It doesn’t really make sense, considering how much snow Chicago gets. They should be tall. Like the ones in Montreal.
